What is Papakāinga?

Papakāinga is a traditional Māori concept that means “a nurturing place to live,” a collective approach to housing that brings whānau together on ancestral land. It’s about living in harmony with nature, caring for one another, and creating intergenerational spaces where stories, culture, and connection thrive.

In today’s world, Papakāinga represents more than housing, it’s a movement that reconnects people to their whakapapa, restores the mana of the whenua, and provides practical, affordable homes for whānau who want to return home.

Kāinga Whenua Loan, Making Papakāinga More Achievable

Access to finance is often one of the biggest barriers to building on Māori land. The Kāinga Whenua Loan, a joint scheme between Kiwibank and Kāinga Ora, is designed to help Māori build, purchase, or relocate homes onto multiply owned Māori land.

What you should know:

  • The loan is secured only against the house, not the land, preserving the integrity of the whenua. (co.nz)
  • For building or buying a house up to NZD $200,000, no deposit is required. Over $200,000, a 5 % deposit is needed for the amount exceeding $200,000. (co.nz)
  • Kiwibank’s lending criteria still apply, and there is a Lenders’ Mortgage Insurance (LMI) fee of 0.50 %, which can be added to the loan. (co.nz)
  • For collectives, such as Māori land trusts, ahu whenua trusts, and Māori incorporations, the scheme supports multiple homes, with special agreements involving the landowners, borrowers, and Kāinga Ora. (govt.nz)
  • A 10 % contingency cost is generally required, unless there is a Master Build Guarantee, which can reduce it to 5 %. (govt.nz)
  • Homes must be relocatable, built on piles, and able to be moved if needed. (govt.nz)
